ڈان اخبار کو دئیے گئے انٹرویو میں امریکی سفارتکار نے انکشاف کیا کہ آنے والے مہینوں میں لاکھوں مزید مفت خوراکیں پاکستان پہنچیں گی۔ رچرڈ ایچ ریلی کا کہنا تھا "ہم پاکستانی حکام اور حکومت کے ساتھ براہ راست کام کرتے ہیں تاکہ ویکسینز کو ملک کے کونے کونے تک پہنچانے میں مدد ملے۔ ویکسین کے علاوہ، امریکہ نے نیشنل ڈیزاسٹر اینڈ منیجمنٹ اتھارٹی کو 200 وینٹی لیٹرز فراہم کیے ہیں۔ یو ایس ایڈ کے ذریعے، ہم نے خیبر پختونخواہ میں 1.2 ملین سے زیادہ N95 ماسک، 96,000 سرجیکل ماسک، 10 لاکھ ریپڈ کوویڈ 19 ٹیسٹ کٹس، 1,200 پلس آکسی میٹر اور 10,000 سے زیادہ ہیلتھ کیئر ورکرز کو تربیت دی ہے۔ ان سب اخراجات کی ادائیگی امریکی عوام نے کی ہے۔ درج بالاعطیات کے علاوہ، امریکہ نے یو ایس ایڈ اور سی ڈی سی جیسے اداروں کے ذریعے 69 ملین ڈالر سے زیادہ کی مالی اور تکنیکی مدد فراہم کی ہے تاکہ لیبارٹری ٹیسٹنگ، بیماروں کی نگرانی، مریضوں کی بہتر نگہداشت، اور پاکستانی حکام کی طرف سے نشاندہی کی گئی دیگر ترجیحات کو وسعت دی جا سکے۔”
امریکی قونصل جنرل کے مطابق دسمبر 2014 میں، ریاستہائے متحدہ امریکہ نے مشترکہ پولیس ٹریننگ سینٹر کے پہلے فیز کے لیے فنڈ فراہم کیا، یہ منصوبہ دسمبر 2014 میں 8 ملین ڈالر کی لاگت سے مکمل ہوا۔ اس منصوبے سے پولیس بیک وقت 540 سے 1700 اہلکاروں تک تربیت دینے کے قابل ہوئی۔ 2017 میں، امریکہ نے خیبر پختونخواہ پولیس کے لیے مشترکہ پولیس ٹریننگ سینٹر کے دوسرے فیز کو مکمل کرنے کے لیے اقوام متحدہ کے ترقیاتی پروگرام کے ساتھ ایک معاہدے پر دستخط کیے تھے۔ اس منصوبے میں امریکی شراکت 9 اعشاریہ 2 ملین ڈالر تھی۔ منصوبے کا دوسرا مرحلہ جون 2021 میں 16 اعشاریہ 6 ملین ڈالر کی لاگت سے مکمل کیا گیا۔ یہ عمارتیں اب 50 فیصد تعمیر ہوچکی ہیں، جن کی اکتوبر 2022 میں تکمیل متوقع ہے۔ صرف اتنا ہی نہیں، امریکہ نے کے پی حکومت اور یو این ڈی پی کے ساتھ مل کر صوبے میں چار نئے زرعی تربیتی مراکز کھولنے کے منصوبے کا بھی سنگ بنیاد رکھا ہے جہاں کاشتکاروں کو تربیت دی جائے گی۔ یو ایس ایڈ کے ذریعے امریکہ نے صوبہ خیبرپختونخواہ میں تعلیمی انفراسٹرکچر کی بحالی اور تجدید میں بھی مدد دی ہے۔ اس پروگرام کے تحت 992 سکول، مختلف یونیورسٹیوں میں تعلیمی عمارتوں کی چار فیکلٹیز، دو ٹیچر ٹریننگ کالجز اور یونیورسٹی آف انجینئرنگ اینڈ ٹیکنالوجی، پشاور میں جدید علوم کے مرکز کی تعمیرشامل ہے۔ یو ایس ایڈ نے 14 ہزار سے زائد اساتذہ کو بھی تربیت دی، 12 ہزار 985 طلباء اور پیشہ ور افراد کو وظائف دیے جا رہے ہیں، اور 34 لاکھ لائبریری کتب اور پڑھنے کا مواد فراہم کیا گیا ہے جس سے 10 لاکھ سے زیادہ بچوں کی مدد ہوئی۔
امریکی قونصل جنرل رچرڈ ایچ ریلی کا مزید کہنا تھا کہ 2021 کے دوران خیبر پختونخواہ میں 77 ہزار سے زائد طلباء نے شہید بے نظیر بھٹو ویمن یونیورسٹی اور انسٹی ٹیوٹ آف مینجمنٹ سائنسز میں واقع لنکن کارنرز کے تعلیمی پروگراموں میں شرکت کی ۔ لنکن کارنرز پاکستان بھر میں امریکی حکومت کی مالی اعانت سے چلنے والے ملٹی میڈیا مراکز ہیں، جہاں انگریزی سکھانے کے ساتھ ساتھ امریکہ کے بارے میں معلومات دی جاتی ہیں۔
