عالمی اقتصادی فورم (آکسفیم) کی جاری رپورٹ کے مطابق دنیا کے 10 امیر ترین افراد نے کورونا وبا کے دوران بھی دُگنا اضافہ کر کے اثاثوں کی مالیت1.5 ٹریلین ڈالر تک پہنچ گئی ہے۔
رپورٹ کے مطابق 10 امیر ترین افراد پر قسمت کی دیوی مہربان دکھائی دی ۔ مہلک وبا کے دوران 15 ہزار ڈالر فی سکینڈ، 1.3 بلین ڈالر روزانہ اضافہ کیا ۔ ان بااثر شخصیات میں 9 امریکی شامل ہیں ۔ جن میں ٹیسلا کے بانی ایلون مسک اور ایمیزون کے بانی جیف بیزوس جیسے ٹیک ٹائٹنز بھی شامل ہیں ۔ ایلون مسک کے پاس 264 بلین ڈالر جبکہ جیف بیزوس کے پاس 187 بلین ڈالرز ہیں۔
ایلون مسک اور جیف بیزوس کے علاوہ گوگل کے بانی لیری پیج اور سرگئی برن، فیس بک کے مارک زکربرگ، مائیکروسافٹ کے سابق سی ای او بل گیس اور سٹیو بالمر، اوریکل کے سابق سی ای او لیری ایلسن، امریکی سرمایہ کار وارن بفیٹ اور فرانسیسی گروپ ایل وی ایم ایچ کے برنارڈ آرنالٹ او ران کا خاندان شامل ہیں۔
ایک اندازے کے مطابق غریب ممالک میں ہر سال 5.6 ملین افراد صحت کی دیکھ بھال تک رسائی کی کمی کی وجہ سے موت کے منہ میں چلے جاتے ہیں، جب کہ بھوک سے سالانہ 2.1 ملین سے زیادہ افراد ہلاک ہو جاتے ہیں۔
ترقی پذیر ممالک میں کورونا کا شکار ہونے والے افراد کا تناسب امیر ملکوں کےمقابلے میں دو گنا زیادہ ہے ، کم آمدنی والے ممالک میں صرف 7فیصد سے زیادہ لوگوں نے ویکسین کی خوراک حاصل کی ہے جبکہ زیادہ آمدنی والے ممالک میں 75 فیصد سے زیادہ لوگ ویکسین لگوا چکے ہیں۔
کورونا وبا کے بعد ہر26گھنٹے کے بعد نیا ارب پتی سامنے آیا جبکہ دنیا کی بقیہ 99 فیصد آبادی لاک ڈاؤن، کم ہوتی بین الاقوامی تجارت اور سیاحت کی وجہ سے بدتر حالات میں مبتلا رہی جس کے نتیجے میں دنیا کے مزید 160 ملین سے زیادہ افراد غربت میں جا گرے۔
رپورٹ میں بتایا گیا ہےکہ اس دوران دنیا بھر میں عدم مساوات کے باعث نا صرف غربت بڑھی بلکہ ہر چار سیکنڈ میں ایک موت بھی واقع ہوئی، عدم مساوات کے باث روز کم از کم 21ہزار300 افراد کی موت کے منہ مین چلے ، آنے والے دنوں میں عدم مساوات بڑھنے کا بھی خدشہ ظاہر کیا گیا ہے۔
رپورٹ میں اندازہ لگایا گیا کہ 2023 میں امیر ترین ملک تیزی سےترقی کریں گے جبکہ وباء میں خاتمے کے باعث پہلے کے رجحانات پر واپس آنے کی توقع کی گئی ہے لیکن ترقی پذیر ممالک میں اوسطاً 4 فیصد کم ہوگی۔
عالمی بینک کے مطابق 2023 میں 40 ترقی پذیر ممالک میں فی کس آمدنی 2019 کی سطح سے نیچے رہنے کا امکان ہے۔
دنیا کا سب سے امیر ممالک کاربن ڈائی آکسائیڈ نیچے والے 50 فیصد سے دوگنا زیادہ خارج کرتا ہے،موسمیاتی تبدیلی 2030 تک 132 ملین افراد کو انتہائی غربت کی طرف دھکیل سکتی ہے۔
کورونا نے صنفی مساوات کی طرف عالمی ترقی کو بھی پس پشت ڈال دیا ہے،خواتین کو مردوں کے برابر آنے میں تقریباً 136 سال درکار ہیں ۔
آکسفیم کے مطابق بڑھتی ہوئی عدم مساوات پوری دنیا کے اربوں لوگوں کے لیے خطرات کا باعث بنتی ہے ۔ جو دولت میں یکساں فوائد میں حصہ نہیں لے رہے ہیں ۔صحت کی دیکھ بھال، ویکسین اور اقتصادی مواقع تک مساوی رسائی سے محروم ہو سکتے ہیں۔
رپورٹ میں کہا گیا کہ ایک نسل میں پہلی بار امیر اور غریب ممالک کے درمیان عدم مساوات میں اضافہ متوقع ہے، غریب ممالک کو کورونا ویکسین تک رسائی کی کمی کی وجہ سے کورونا
آکسفیم کے مطابق2016 سے 2021 تک امریکہ میں 50 ملین ڈالر سے زیادہ کی دولت والے گھرانوں کی تعداد 70 فیصد سے بڑھ کر 63ہزار505تک پہنچ گئی ، ان کی مشترکہ دولت 50 فیصد سے بڑھ گئی اور 12.8 ٹریلین ڈالر تک پہنچ گئی۔
آکسفیم نے تجویز دی ہے کہ اس کے نتائج کو مدنظر رکھتے ہوئے ارب پتیوں کو ویلتھ ٹیکس پر کام کرنا چاہیے ۔ نئے ٹیکس کی آمدنی بچوں کی صحت اور تعلیم میں لگائی جانی چاہیے ۔ طبی سہولیات، ماحولیاتی تبدیلیوں کے منفی اثرات اور جنسی تشدد کو روکنے میں مدد کی جائے تاکہ لوگوں کی جان بچائی جا سکے۔۔
دوسری جانب امریکی ریئل اسٹیٹ کمپنی ،بلاک رک، کے اثاثے 10 ٹریلین ڈالر تک پہنچ گئے ہیں ،گذشتہ3 مہینوں میں سرمایہ کاروں کی دلچسپی کے باعث خالص منافع 104 بلین ڈالر تھا جو ایک ریکارڈ ہے۔
دنیا کے سب سے بڑے اثاثہ مینیجر نے بھی مارکیٹ ویلیو سے فائدہ اٹھایا ۔ رپورٹ کے مطابق کمپنی ویلیو11فیصد اور 2021 میں 27 فیصد تک اضافہ ہوا ہے ۔
اس سے پہلے دسمبر 2021 میں رپورٹ آئی تھی جس میں دنیا میں دولت کی ریل پیل میں 3 گنا اضافہ ریکارڈ کیا گیا، دنیا میں اس وقت مجموعی طور پر دولت کا حجم 514 کھرب ڈالرز ہے جو 2000ء میں صرف 156 کھرب ڈالرز تھا۔
کاروبار میں اضافے، معاشی ترقی اور زر مبادلہ کے ذخائر میں اضافے سے چین نے دولت جمع کرنے کے میدان میں امریکا کو پیچھے چھوڑ کرپہلی پوزیشن پر قبضہ جما لیا تھا۔
چین کے پاس 120 کھرب ڈالرز مالیت کے اثاثے موجود ہیں ۔ 2021 سے قبل صرف 7 کھرب ڈالرز تھے ۔ چین کی مجموعی دولت میں 113کھرب ڈالر ز کا اضافہ ہوا ہے ۔ امریکا کی مجموعی دولت میں بھی دُگنا اضافہ ریکارڈ کیا گیا ۔ اس طرح یہ 90 کھرب ڈالر تک پہنچ گئے ہیں۔
امریکا کی مجموعی دولت میں گزشتہ 2 دہائیوں کے دوران 50کھرب ڈالر کا اضافہ ہوا ۔ جرمنی اور فرانس کی مجموعی دولت میں 14، 14کھرب ڈالرز،برطانیہ، کینیڈا اور آسٹریلیا کی مجموعی دولت میں 7،7 کھرب ڈالرز ، جاپان اور میکسیکو کی مجموعی دولت میں گزشتہ 20برس کے دوران 3،3کھرب ڈالرز کا اضافہ ہوا ہے۔
